So accurate in it's observations, it could be a documentary, or mockumentary, because the humour, personalities and plots are all believable.

I first saw this when it aired in the early 1980's. Three middle-aged men talking about government doesn't seem like a good premise for comedy, but the writing is so witty, and the satire about bureacracy and politics is so biting that it stands the test of time. Superb.
